It's said expansion isn't allowed, nonetheless rogue Telvani ignore it - with silent and hidden accept of Telvani elders they establish new settlements. In my travels i got several hints about possible locations of such new Telvani bases. So, if i'm Redoran or Hlaalu supporter i believe i'm supposed to do something with it.

Rogue Hlalu and Redoran do it, too

Don't worry about it. Eventually, you'll be given quests to wipe out the strongholds of the two houses you haven't joined, by the house you have.

can you finish the game with out joining a house?
Im level 11 and still dont belong to one.
just doing the blades quests and mage guilds..

At some point (don't want to give away too much) you're going to have to make a name for yourself in ALL the houses...might as well pick one to belong to

. I'm not sure if you have to actually belong to one of the houses in order to finish the game, but I think you do.
