On the East side of the Docks area, there is an overhead bridge/building/covered walkway thing which goes across the path.
I entered this building through a doorway on the West side of the path, just after it passes under the walkway.
It is some kind of barracks/guardhouse.
When I crossed the room and exited through the door on the opposite wall, it seemed to take me nowhere, BUT it had in fact taken me across to the Eastern twin of this building.
I exited from that room and came out on a ledge above the harbour which leads North to a largish storeroom where I met a thief who was then assassinated by another thief who then vanishes. There was a good thief ring of lockpicks to pick up from the body.
