Haer'Dalis in prison plot?

I couldn't figure out the purpose of two buildings in Athkatla the first couple of times through SoA: the jail in Gov. & the Balthis estate in Docks. I ran thru shadowkeeper's item list and found a note from the art merchant in the Prom. admitting he framed H'D. I hadn't used him at all before, but I'm using him now so I'll have a sixth character I have no regrets dropping for Sarevok. Problem is, I can't seem to get this plot started? Is it an unfinished one, like the twisted rune, or is there someone I'm supposed to talk to?

I wouldn't be so sure - old HD gets to be pretty handy once he acquires the improved bard song. +4 to hit +4 AC +4 saving throws or something for the whole party and summons is nothing to sneeze at.

The gov't prison is also where Jan Jansen is sent if you don't cover for him at your first meeting. You can go there and release him if you want.
