I just started SOA, when should I install TOB?

Any time is a good time. I would install it now. TOB fixes a few bugs in SOA. It really will not effect the story line in SOA at all. Doing it now also gives you the fun of being able to just keep on going after the end of SOA into TOB without having to import a party into TOB. But the choice is yours.
Best to remain silent and thought a fool, then to open ones mouth and remove all doubt

Don't delay, TOB carries Watcher's Keep which is really cool - it offers a couple of handy items - which you can play already in SOA.
You can also choose wild mage, erase spells and other neat stuff. I'm not sure about what happens to saved games if you've already got high-level parties runnin' in SOA..and then you install TOB...but anyway, it's worth installin' soon.
