Helm of Tohan - Where is it?!

I have the Helm of Tohan plugin. All the locals at Dagon Fel say it is someplace west of Vas. I've spend ages swimming between all the small islands out there (once my water-walking potions ran out!) but I can find nothing. Please help!

it really is in a island with daedric shrine west of vas....

easy to spot from air, why dont you get a constant effect lev ring or amulet????
