What is the average Level a player should be at where all the side quests are done and the Bodhi fight has been won?

I am at level 17 with a party of 5 including myself that was put together in the beginning of the game.

What do I do with Neb's head? It was during the Sarles/illithium quest.

Is it random if your love interest is taken off or gets cold. Aerie has been hitting on me but has stopped. I never told her to and have be agreeing with her since. When I faced Bodhi, Aerie was still alive. I thought Bodhi kills your love interest right away.

Take Neb's head to the guy at the back of the Government building in the Government District.

It's not random, if the romance is active then Bodhi will take your love interest. You might have done something to end the romance.

Sabre helped me with Neb too, thanks. My character, a monk, is at level 19 and just started the Bodhi quest. As for love, it continues in ToB, but dies off after Bodhi. She steals Aerie and you save her, and then it doesn't continue until it resumes in ToB, or at least that's whats happened with me.
