Vivec - The Floating Rock?
I dont care if you spoil it or not, I just havent heard any of the people say anything about it, im just wondering what that floating rock by the temple is, what significance does it have, and can you get up there?

It is the prison of Vivec.
You actually are required to go up there by the main quest (I suggest some invisibilty when you do, as they ask you not to kill anyone {No punishment if you do}). There is, if you did not already notice, a shrine near the large floating rock, that gives you the ability to levitate, for at least as long as you need it to complete anything you wish to do within the prison.

If you enjoy killing Ordinators (Like I do-I hate Ordinators) than you will love going up there. Indoril armor is what they all have which has high value and is one of the best sets of armor under the medium armor class. If you have medium armor proficientcy and you can take on Ordinators-than I do suggest you go up there-just make sure your crime is never reported when killing the Ordinators!
