Where is the egomaniac gnome who got bounty on his head
he should be at the south road wilderness but i can ' t find him

He's at the hollowed tree. It's not the 1st section south of Port Llast, but the 2nd one, the Farmlands one

I have my own question on this quest though... 6^_^

Where is the 5th character, the half-orc and ring leader? I've gotten all other 4.

After killing the fourth escaped prisoner, you`ll get the quest for the fifth one as soon as you go back to the barracks to turn in the ear.
Full spoiler ahead, highlight to see

As soon as you turn in the fourth ear, the quest giver will tell you his daughter got kidnapped by the criminal, and that the subject is hiding in the Port Llast abandoned mines. He will also give you a key, which means being able to access the otherwise closed mine complex. You can find these caves north of Port Llast, in the same region where the Orc and Goblin cave complex`s entrances lay.
