Have anyone tried Absorb Health Constant Effect?

Subj. I wonder if it might ever work. It's aplicable only to Ebony Staf if speaking about weapon, of course, because the starting point is 44 ench. points anyway. However it'd be allowed to have a staf absorbing 2 pt health on touch in 50 ft. Suppose dungeon you're in touch with something and getting from all the area 2 health every seconf :D

i have made a constant effect ring with a ranged damage health as an experiment....

everytime you put ring on, it will fire one bolt, and you must take off ring and requipp to fire again....

so no, its not even going to work teh way you think....

Put the Absorb Health/Fatigue effect on your weapon and have it set to Cast on Strike. I have a Daedric sword that absorbs Fatigue and does Fire/Electrical damage - it does wonders.

Use Restore Health/Fatigue 1-2 pts. for the constant effect on your clothing - you'll be able to run almost constantly without draining fatigue, and will rarely need healing potions.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.
