Ghostgate is a religeous city that is the last city before you reach Red Mountain. You can get the 1 or 2 ways-Take a road from Balmora-Walk past Fort Moonmoth then walk north on the road. Its quite a trek.
The second option is from Ald-ruhn-walk east-southeast. Climb over a small mountain range then you should hit a road going in that east-southeast direction. You should eventually hit Ghostgate.
If you want ghostgate on your world map-read a book called "The Pilgrims Path" in the game-you can find this at many booksellers stores.

“Caw, Caw!” The call of the wild calls you. Are you listening? Do you dare challenge their power? Do you dare invade? Nature will always triumph in the end.

You can find a partial set in the Fighters' Guild in Ald-Ruhn, and can even obtain it legally if you're a member. As for Ghostgate, go hang around some Daedric Ruins, kill some Dremora, pick up the ebony/daedric weapons and use them to barter for the Glass Armor.

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

You can find the Glass Armor in Persius Mercius's room (the locked room). To get it legally, speak to him about orders after you make Guardian in the Guild and do as he asks. Eventually, he'll give you the key to his room. The glass armor set includes the helm, cuirass, greaves, and boots.
