Imperial cult - reaching the top

I would appreciate a hint to save me some playing time. I've completed the Shrine Sergeant quests and the Oracle ones but now the Oracle tells me I'll be contacted when something comes up. Is it necessary to perform quests for the other branches of the cult to gain advancement? Or is there something I'm missing.
I meet the requirements of the next level if that matters. Thanks in advance for a push in the right direction.

ok, like you i did the shrine and the sargent quests, then i went shopping, and got rat meat, muck, and willow anther, and all the ingrediants to complete the lay healer quests...than i went down to lay healer quest giver and clicked on dialog options until i madegrandmaster...i did have to make one trip, tho....

you need to complete 2 out of three sub quest givers for the cult, and the oracle quests to make full grandmaster...
