Take the road going out of Maar Gan (near the Siltstrider port). Follow it for a bit, then before it turns south, start looking for a tomb on the right side of the road. You'll have to leave the road to spot it.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

This is another one of my top 25 most annoying quests in the game-mainly because the directions didnt help at all. I must have spent a good 2 hours to 2 1/2 hours searching for that place. I explored so much area around Maar Gan just to find the blasted tomb. I got as far south as Ald ruhn looking for him and then headed north again-searched the area around Bal Isra and even reached ghostfence over there. Fortunetly I finally found him and I hope I never have that much trouble finding something like that again.
“Caw, Caw!” The call of the wild calls you. Are you listening? Do you dare challenge their power? Do you dare invade? Nature will always triumph in the end.
