About the Roenal family?

This topic has probably been discussed before.
Anyway, I pickpocketed this "Captain Dirth" or "Officer Dirth" in the Sea Bounty Inn in Docks District, and found a note saying the Roenal family is tied to some slave thingy in Temple District(?). The note is supposed to be some evidence to nail them.
So I went to Government, nobody talks about that, and I can never enter the "Roenall" estate by the government.
Anybody knows what this is all about?

It's part of a side quest involving Nalia. The note won't be needed until you have Nalia and she get's taken prisoner by Isaea Roenal.

You'll then need it and some other evidence to get Nalia back.

I finished the Nalia quest, but I think it's.... disappointing, not satisfying.
She leaves her Keep to that Roenal jerk and you're not welcome to re-enter.
It really doesn't feel right that sweet-lovely blah-blah Nalia loses her family Keep over some slavetrading-slick-b'Stard-like-Roenal.
Does it have to end like this or can you help her out?

You'd have to be a Fighter class or a Monk to get her keep as your stronghold which prevents the Roenals from taking over.

Although I believe there's a hack out there that allows you to have all the strongholds regarless of class.

yes there is a multi-stronghold hack

but if you have allready done the quest of a stronghold you, are not able to have that particullar one
