Perhaps it would be best if this was asked in an official forum for the chance that we can get an official answer. I've seen people dualwield rapier successfully before so I do believe the rules for them were altered for NWN from 3ed.

Of course you've seen people dual-wield them successfully. Its easy, simply equip 2 of them, whats being discussed is whether or not they are light weapons, which they are not, and that is why it results in a character being stuck with the stiffer -4/-4 penalties when wielding 2.
It is best to be thought a fool and stay silent, than to open your mouth and remove all doubt.
