I'm doing the quest of Narlen with the burglary inside the DeMallon house,
but I can't find Narlen or the entrace to the DeMallon house.

It's been a while, so bear with me:
If this is the one where you keep watch outside, you'll find him in the same area as the Blushing Mermaid, near the stairs to the Splurging Sturgeon, but only at night. Keep your party back and let your thief meet him alone, or he'll leave.
If this is the one where you perform the heist, he's waiting outside the Blade & Stars, at night. Once again, keep your party back.
