Where can I find them, or where can I come across some golden saint spells or scrolls?

When your PC is of high-enough level (20+), you start encountering them as random monsters around daedric ruins, certain tombs, and out in the Ashlands, Grazelands, and Molag Amur regions. These are very random encounters - you might see very few in one game, whereas in the next, they seem to be everywhere.

Where to find the scroll/spell: check here.

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

In Tel Branora, In Therana's Chamber, there is a guy who willl sell you a summon golden saint. My advice: Make a spell that will conjure a golden saint just as long as you need to kill it (like 20 seconds or something), To summon a golden saint for the normal sixty seconds, your going to need a conjuration skill up in the 70's and enough Magika to cast it (Think about 130). So my point is Get Grand Soul Gem, Get Golden Saint Spell, Make the spell for Golden Saint 20 seconds, Soul Trap, Kill It, Go sell it for lots of money, or enchant some bad@** Item!

That Sums it up and remember:

Those scrolls tend to be very common. I cant suggest a specific person but try any mage in the mages guild that sells soultrap. Im almost certain that atleast one will be bartering such spells.
