Fighters get 10 stars in all. If you are dual-wielding, it's a good idea to put 3 stars in that style. That leaves 7 to distribute between weapons. A good choice is 5 in longsword, 2 in warhammer. Celestial Fury is quite a good katana, but there are many more longswords in the game.

I'd suggest not bothering with putting any stars into long swords and instead putting stars in Flails/Morning Stars(remember that you can get the Flail of the Ages rather early in the game and it is much better than most of the long swords that are found in the game IMHO)
