Anybody know what happens when your Major and Minor skills all reach 100? Can you increase your level by improving your Misc. skills?

AFAIK, once your major and minor stats hit 100, you don't level anymore.

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

I reached Level 75.
I suppose it is possible to go much higher by not selecting the those attributes which give you bonus multipliers when you reach a new level.
Expanding on that theme, maybe when you create your character you should select Luck as one of your preferred attributes; probably the other attribute should not be governed by your chosen Major/Minor skills.

I’ve attempted to keep some notes about my Misc. skills. Improved 7 skills (3 governed by Agility, 2 by Willpower, and one each of Strength and Personality) by 18 points and discovered I had increased my level by 1/10. However in my next attempt I had not moved after improving 10 skills (4 Agility, 2 Willpower, 2 Speed, Strength, Endurance) by 33 points. So much for theory. Haven’t a clue about the formula.
So, tried going to jail. Killed 3 Redoran guards in Ald’Ruhn (kill four and you become an outlaw and they want your hide) and gave myself up. Spent 30 days in Buckmoth Legion Fort, tried to return to Ald’Ruhn only to be informed 3 times that my crime (what crime???) had been reported. Gave myself up once again and spent another 30 days in jail. On being released discovered that, though everybody loved me now, half my inventory had been confiscated including my Bow of Shadows. So be warned.

Yes, of course, you're quite correct, but when you're fighting six Redoran guards, killed three, and then asked to give yourself up in the middle of the fight, you don't really have time to drop all your complete inventory.
I should have dropped everything before I decided to get involved in the mayhem and then hope that they don't remove all or any of my equipped items.
