I'm talking about characters like the officer found in the tavern located in the docks. Does he have a purpose or did the quest allocated to him, fail to make it past Biowares editting room. There are a few others too, will post them later when I'm not in such a rush.

...that officer is part of the Nalia quest after she gets "abducted" by her spurned suitor Isaea.
You are supposed to get something from this officer as evidence against Isaea, proof that this govt official is a slaver. After gathering enough evidence, you must present them to the govt house to have Nalia released... that is, if you want her to be released.
Anyway, to add to your list of ambiguous characters in the game, I would like to mention that babe in the tavern at the bridge district. She is located at the upper left corner prior to the stairs going to the theater.
There is also this flirtuous elf at the Copper Coronet in front of the bar table.

And yes Belle was another person who I was thinking of. She says she is a sailor and is located in the Five Flagons Inn. The one associated with the bards quest. She is armed which is strange for an NPC and all she says is that she is a sailor on break.
