u cant BUY any glass weapons and armor, but thre is a complete set in ghostgate, and more in all the other trearserys

If you are a high enough level to face golden saints, thats another way you can gain glass weapons. They always seem to weild a glass sword/dagger.

Pauldrons.

There are some glass pauldrons in suran (An orc walking the street by the core of suran).

Well, actually you can buy the glass armor at Ghost Gate. I did, by selling a few Daedric items to Creeper to raise the money. It is verrry expensive.

I bought a glass dagger from someone in balmora for cheap, repaired it, and then it became worth 4000

Glass weapons, apart from daggers that can be found in many shops, are almost impossable to buy. The best place to get glass armour, is a chest in the Ald'ruhn fighters guild, its in a locked chest with no one in the room with you, it lacks only the glass bracers that can be stolen from a trader in Ghostgate. That trader also sells several other glass items, including the tower sheild.
