I don't think so, if you want to use his armor i think you have to match your str and dex with his.
If I asked, would you answer? Its your problem. Its a deep, deep problem. I have no way to ask about that... I have no elegant way of stepping into your heart without tracking in filth. So I will wait. Someday, when you want to tell me, tell me then. -Bleach

That's not true - the almighty Use Any Item ignores ALL resrictions - race, class, alignment, weight and ability scores.
To answer the original question, yes, he will be able to wear it - i'm just not sure he'll be able to cast spells through it. IIRC, in a patched game, Valy's armor disables casting.
I cannot be caged.
I cannot be controlled.
(I probably cannot be contained either) :p ;)

Understand this as you die,
ever pathetic, ever fools.

About wearing Valygar's armor with UAI - it actually depends on what version you have - in my original, unpatched version of ToB, my bard/thief has to boost WIS stat to equip it (easy to do with potions of Insight). Yes, you can cast mage spells in Valygar's armor - yet another programming oversight. ;)

Nah, I don't think so - human flesh armor does disable mage spells, plus Valygar's armor has a bit better AC and the all-important immunity to charm spells, as well as 25% resisitance to fire, acid and magic.

I give the Wondrous Gloves to my bards and multi-class thief-mages - I like the spell bonuses, plus the THACO and AC bonus is good.

I found the wondrous gloves only very useful on Haerdalis. Once you receive improved bard song, it really is the best thing to do with your bard during battle (at least for me). I only used his spells for minor sequencers stakced with mag missiles and acid arrows. and the all important breach/pierce magix. The gloves boost up his low level spells and with a ring of acuity he can do some nice work for you before he goes into his ballads ;)
