Level before chapter 3

What level are people usually before starting chapter 3. I think I've done nearly all I can without going on to chapter 3 but I've spread the experience out a lot so I don't know. I think I'm just going to finish all the quests I can do on the topside before continuing.

You can advance the plot to chapter 3 as soon as you raise 15K. This can be done very quickly with only a little XP being gained, placing most characters in the low teens. Conversely you can complete Umar and Windspear Hills, D'Arnise Keep Trademeet, and Druid Grove along with all the town quests before you pay Gaelan or Bodhi. This would leave you in the 14-17 range, making underdark much simpler. Its your choice but you will be able to complete it in either case.

you can finish everything in chapter 3 and then tell your boss to have the boat wait. then you can finish all of the side quests on the mainland.
