I finished SoA.

1. Can I import my characters when I buy ToB?

I have a few saved games at various points in Chapter 9.

2. Can I go back and get some stuff and some mobs that I missed? If I missed them I hear there are some tools that can help one with that.

I read some mild spoilers but missed out on some fights. I did not kill Kangaxx so I did not get Ring of Gaxx. I did not get Gauntlets of Dexterity for Keldorn. I picked up most NPC's for quests except Korgan, Jan, Viconia and Edwin - stayed away from the evil ones).

3. Can Minsc use the Crom Fayr in ToB? I thought I read somewhere he could not. Nobody else could use it so this might be a bit of a waste if he could not. Unlike some, I don't mind Minsc.

4. How do my levels look?

Party levels as I recall are:

Archer - level 16
Minsc - level 16
Keldorn - Level 13 (almost 14)
Aerie - 13/13
Imoen 17/thief (ran to Chapter 6 because I wanted to save her. Nalia, the other mage I had annoyed me. I went back and did some of the lower chapter quests later on.)
Jaheira - 13/13 (?)

1. Yes, you can.

2. You can't go back to SoA-areas. The only place you can go to in both SoA and ToB is Watcher's Keep. However, you can use CLUAConsole to get items. Do a search on this forum, you'll get all the info you'll need.

3. AFAIK he can. Your archer can, too.

4. Some of your characters will be advanced in level when starting ToB.

If you don't like Minsc or one of your other NPC's, there's possibilities in ToB to solve that.
