Imperial Legion - Kicked out of Ebonheart

I completed all the Legion quests elsewhere and went to Ebonheart to do those. The guy in charge said i murdered a bouyant armiger and therefore should leave Ebon and never come back.

Instead I went to talk to the chief Legion guy (you get the Lord's mail for him) and he had no problem advanceing me and giving me jobs.

Just a little confused, maybe someone could shed some light on this for me.
