I found one ( under a different name in Vivic. could've been a fluke as I didn't want it at the time and haven't seen it since. I just make and/or buy Fortify Health potions. though I've only used them a couple times. I use light armor and have yet to be hurt enough to need to fortify. If I'm that bad off ( rarely) I just drink a restore health potion mid battle
