Have the item that you want to enchant in your inventory. Pick whichever soul you want to use and drop it over your portarit in the inventory screen. The enchanting menu should come up. Be aware that there is a chance of failure and your gem will be destroyed with nothing to show for it. The effects are limited to those you already have from your spells (i.e. you can't enchant something to fortify luck if you don't have some sort of fortify attribute spell)

Get to enchanter before enchanting

In many big towns you can find enchanter
which you can use to enchant ( Talk with them and select enchant) in talk menu. Then you have 100% chance
of enchanting. You must have spells with effect you want to enchant ( For example fire bite to enchant fire damage )
In enchant menu you must select soul gem and item (if you have soul gem with Golden Saint it's recomended to get a best item for enchanting ( For example daedric armors, ebony armors, staves etc. ) Get a lot of money to enchant ( It's very, very expensive ).
I hope you understand it. (it's in the manual too)

p.s.
Sorry my english I am Czech

Be aware of the fact that each item has its own enchant level.

This is a very rough guide to those levels - in descending order.

Weapons.
1) Substance.
Daedric, Ebony, the rest.
2) Type.
Shortblade, Spear, Marksman, the rest.
Thus, the best weapon to enchant is the Daedric Wakizashi,
followed by the Daedric Shortsword.

Armor.
1) Substance.
Daedric, Ebony, Orcish, Glass, the rest.
2) Shield (esp. Tower), Cuirass, Helm, Bracer/Gauntlet, the
rest.
Thus the best armor is the Daedric Tower Shield (in fact it has
the highest enchant level of everything).

Anything 'Exquisite' has a good enchant level.

(I bet you really wanted to know all this).

If you intend to do your own enchanting then boost your Intelligence and Luck with Fortify potions to a very high level (over 1000+ is recommended).

Apologies. You're quite right. I'd been reading from the Official guide and they have the enchant level of the shortblades increased by a factor of 10.
Mea culpa.
