I am about halfway through the Severed Hand in Chapter 6 and my (non-ECL) characters are at 16th level. IWD was like this for me as well; I didn't get near the XP cap in normal mode with a party of 6.
Jesus saves! And takes half damage!

If brute force doesn't work, you're not using enough.

I think the lvl 30 cap is for HoF play mode only, I doubt you can get over 20 by playing in normal mode.
15 or 20 lvls would have been enough for the normal game, the lvl 30 cap is like a lil bonus for those who take the pain and play HoF.
If you begin the HoF campaign with a party around lvl 15 ( the manual says you should be around this lvl when playing HoF ) then you should have no proplem reaching lvl 30 even with ECL characters.
With each kill, I grow wiser, and with added wisdom, I grow stronger.

Why is heart of fury a pain?
I started iwd2 immediately in hof mode after I bought it with a all-level 1 party. You die a lot more often, so it takes longer. But you also have the fun longer.

Where there's a will, there is a way.
And if there is no way, then we're going to hack and shoot it clear!
