Is your Birth Sign the Atronach? If it is, you can't recover mana in the normal way.

yeah if you have that birth sign the only way for you to recover your magicka is by using potions or, by getting hit with spells from enemies (well actually you could make a destruction spell that would be cast on self and that would actually restore your mana as well.)

I'm in the same boat

It works quite well actually.

Early in the game, use your cash to buy restore magicka potions.

Later in the game, just visit a temple (i recommend joining so it's free) where you can restore magicka w/ Almsivi's Restoration in between quests.

Finally, just let the opponents hit you w/ everything they've got. Once they run out of magicka, then kill them. You'll absorb most of there spells and restore your own magicka. But always carry one or two potions as well. You may need to restore just enough for a recall or restore attribute, who knows.

It's not too difficult to learn how to make your own as well but again, I would wait til later in the game when your alchemy skill is higher and you have better equipment (grandmaster mortar & pestle).
