Jaheira seems to get 5 high level Druid specials, and 7 Fighter specials. That's, of course, the BEST 5 and 7. Hardly misses out on anything, IMO. Is it just me, or is Cernd still no good?

Well, this of course depends upon the prejudice one has when approaching Cernd--yours is previous obvious, given that phrase, "still no good." As it happens, I am in general agreement with you, although I've softened my "Dear Gods, this NPC hasn't any redeeming features" stance since I first bought the game.
I now feel that Cernd is an interesting "problem" character who requires strategy to play well. He's a good druid spellcaster, and a fine fighter when shapechanged; but it takes precious time to go between the two, while Jaheira can simply stop casting one second, wave a mace or staff, then resume casting the next. And you really can't take advantage of equipping nifty battle items on Cernd, since they vanish when he changes forms.
So playing Cernd might really be for the BG2 veteran who wants more of a challenge, along with a higher difficulty setting. But I don't think I'll use him; I'd still rather stick with Jaheira, even if she doesn't get the highest spells. With all her skills, she's bound to kick some serious enemy ass.

Played with Jaheria the first time through BG1 and 2.
Didn't want to drop her, and now i have a very good reason not to!

Jaheira actually gets 5 fighter abilities and 8 druid abilities at the cap. But note she only has 1 ability (druid) for the first 3 million xp of the game!! Its not until 6mil overall xp that she really starts earning abilities. By that time a single class fighter (like korgan or mazzy) has earned 12 abilites (and will finish with 21)!! a singled class cleric has earned 15 abilites (and will finish with 21)!!
So at the very end of the game - if you cap out - Jaheira will have 13 abilites, but she is underpowered for most of the game. Anomen 34th lvl. and 15 abilities is better than Jaheira 14th Druid/19th Fighter with 1 druid ability.
I really like Jaheira, but am going to drop her for those reasons.
