2 Burning Character Creation Questions...

Okay, the first one and most important:

With weapon proficiency skill points, how often does the fighter get one to put where he wants when leveling up...what about the cleric, druid, thief...and all the others?

Second question:

Does a character have to be elven or half-elven to use elven chain mail and cast spells while wearing it. If so, what is the quickest way at the outset of the game to get elven chain (and the cheapest way if possible) ;)

If you know both or one, you are a god, and I will sacrifice my dog in honor of your wisdom shortly after. Here, Rover. Why you shrink away like that? Dogs can always tell when you're up to evil.

The first question:

A fighter gets one extra proficiency point to spend once every three levels

The second question:

You don't need to be half-elven/elven to wear the elven chain mail(and be able to cast spells while wearing it).Places where you can find one are:

*MINOR SPOILER*

-Lord Skarmaen Alibakkar(in Trademeet) has one
-Aran Linvail has one(side with Bodhi instead of the Shadow Thieves to get it )
-The black dragon in Suldanasellar has the best elven chain armour

There are probably more,but these are the ones that I can remember for now.

The easiest way to get one is by giving the mantle that you retrieve from the crypt(grave??) in Trademeet to Lady Laraxol,since Lord Skarmaen Alibakkar will then go hostile on you.
