I finished Jaheira Curse quest as well as Xzar quest. When I tried to bought her a locket from the fat merchant in the Docks near the temple of Oghma (according GameBanshee NPC description), locket wasn’t there. When (or will) I be able to buy it?

The merchant (Jahaboma or something) is only there if it is still day, at night he isn't there...

IMHO, it is not necessary. First, as has been noted earlier on the board, it is only a sign the romance is going on, nothing more essential (from developers, BTW). The second, it appears you may get the locket only on first visit to merchant, if you agree at once. The third, if you're so far, it might be gone.
Of course, there always is possibility something is going astray. You might check very large thread below, there is detailed discussion together with console codes to check romance status.

P.S. The locket has never been on the stock, it always is comletely seperate talk.

Ok.. firstly try to check whether romance is ok or not :

CLUAConsole:GetGlobal("JaheiraRomanceActive","Global")

Whether you receive the values : 0 or 3 then use command :

CLUAConsole:SetGlobal("JaheiraRomanceActive","Global",1)

It will again launch the romance.
There is posibility to buy locket only in active romance with Jaheira.

1. The locket isn't in his inventory, it's something he offers you (or should).

2. Getting the locket has no bearing on completing the J romance, it's just a cute little perk.

Since you guys were talking about CLUAConsole in this board again, can somebody tell me what it is? I am feeling kind of left out here with all of you talking about it and me not knowing what it is.

Actually CLUAConsole is a some kind of commands interperter of LUA language that was used to writing scripts for quests/events/NPC's or player's reactions.

So, CLUAConsole is just game developers tool used to debug written scripts and control their execution.

Among BG2 players it became just cheating tool.
