Editor, cheat or spoiler

I was reading some post, and was wondering can I change my charactors stats at a mid point in the game? I am average of 9th level, Is their a spiff to cheating my stats, especially for my bard who has low chr, and what does a ranger need to cast spells?

Cheating I think, unless you point buy - reduce 1 stat to increase another.
