Welp, I just finished Tribunal. Expect a walkthrough on GameBanshee in the very near future! For those wondering whether it was worth it, here's my opinion.
Beat it on 100, without cheats of course, and it was much, much tougher than the main game at the same difficulty (which was a much needed improvement from the normal 0 difficulty of the pre-patched game). There are a few very tough battles so that's good. Makes good use of your equipment you probably got from the main game.
It took about 25 hours for the main quest and some of the side quests, but with at least half of them unfinished. My character was at level 50, a custom character class I named "Astral Diplomat", expert in the Long Blade, and quickly becoming proficient in Blunt... you may know why.
I'd suggest being at least level 20 before you tackle the expansion, and setting the difficulty way lower than 100 if you're anywhere near that level. I had the best stuff from the main game plus some of my own constant effect items: restore health 9 pts, restore fatigue 6 pts, water breathing. So after battles I was never in need of a health potion.
Anyway, it's tough, it's fairly interesting, it keeps you in the dark until near the end of the quest, and adds more gameplay to the already fleshed out world of Morrowind. I recommend it if you like the game and have (or will have) a high level character.

need some help *spoiler*
I'm having some trouble donating relics to the lady in the museum. She sees some but doesn't see others. It wouldn't be a big deal but it's part of the blade of nerevar quest...i can't figure out how to get her to see the other artifacts in my inventory.
Any suggestions?
Thx.

Well, that's what happened with me. Fortunately I had a few items tucked away from the main game, but I think it's probably a bug. I had a lot of items like the Fists' gauntlets and the Ring of Surroundings, that didn't come up in the conversation menu.
What works is the "Staff of Magnus" and the dagger that the King gives you. I suggest just acquiring a few more items to see what works. I believe the Mask of Clavicus Vile works too.

i have a few items that do work, too...d-bone cuirass, fists, mask...and some that don't...ring of surroundings...actually, i don't think the mask of clavicus appears in the dialog menu.
the trouble is i don't want to give up the cuirass, fists, mask...
guess i have to go find that staff and/or other items.
thx for the help.

Well the obvious answer was in the walkthrough. You receive the Dagger of Symmancus (sp?) after killing Karrod and talking to Helseth. That dagger will work, but I assume you've sold it already. That's what I did before I knew about the quest. I sold it, saved the game, and immediately talked to her again where she mentions donating the items. You know, you should be able to buy back the items from the museum, at least within a day of selling them to her. Would have been a nice touch.

p.s. the Fists of Randigulf (sp) did not work for me, and I stripped down to the bare skin to see if they would, with just those in inventory, equipped and non-equipped.

I have also begun to do the quest for the museum and found that not every item in the book can be sold. I poked about a bit in the files and found that the following items can not be sold (as of june 19, 2003):
Daedric Cresent Blade
Daedric Scurge
Denstagmer’s Ring
Fist of Randagulf
Masque of Clavicus Vile
Mehrunes Razor
Ring of Khajit
Ring of Surroundings
Ring of the Wind
The Mentor’s Ring
Buggy! And some of these items I have ...
The following items are possible to sell but they are not in the book:
Auriel’s Bow
Auriel’s Shield
BiPolar Blade
Boots of Blinding Speed
Dagger of Symmachus
Mace of Slurring
Robe of the Lich
Ten Pace Boots
Veloth’s Judgement
I actually remeber finding the Boots of Blinding speed. They make you very, very fast but also blind ...

That's a great tip Anders, and I've added it to the walkthrough for the benefit of all.
If by chance you didn't want it to go there, fire me an email and I'll remove it.
