I won't give away any of the plot, I'll just say there really is a genuine storyline in here. It's one that dovetails nicely with the main game as well.
A lot of folks over on different boards have been complaining about being disappointed in Tribunal. Honestly, I don't see why... there's a -lot- of gameplay, some nice enhancements, and a bucket load of new items and quests.
It's tough. I mean it's genuinely tough. I didn't cheese my way through it (none of UU's bunbun tactics, for example) but nearly -everything- in Tribunal was work for me to kill with a level 36 character. Some of the fights are just insane.... which brings me to my warning..... It's a spoiler, but a small one, not connected to the main quest.....

Whatever you would normally do, even if you roleplay a goodie-goodie, KILL GAENOR AS SOON AS YOU MEET HIM. Sure, it's despicable, but you still must KILL GAENOR AS SOON AS YOU MEET HIM. Yes, you'll get fined, but that's not as important as you simply must KILL GAENOR AS SOON AS YOU MEET HIM.
In case I haven't made my point clearly so far: KILL GAENOR AS SOON AS YOU MEET HIM.
Gaenor is a Bosmer in front of the temple of Mournhold. When you talk to him, he keeps hitting you up for cash -- in large amounts. Eventually, wether you give it to him or not, he gets insulted and ends the conversation. Sometime later -- it's on a random timer -- when you wander into the temple again, Gaenor is waiting for you. He's taken the time to get to level 50, assemble decent gear, all for the express purpose of killing you for mocking him.
"You picked on the wrong Bosmer this time!" he screams as he attacks.
Thing is, he has special abilities he uses to:
1- Have 400 luck
2- Have 500 Block skill
3- Constant effect fortify health, so he's essentially regenerating.
4- 90% reflect and 90% protection from magic and all elements.
In other words, it's almost impossible for you to even scratch him. Only way I managed to take him down was to keep summoning critters and keep attacking him -- never doing any damage -- until I finally broke his ebony shield. Once I broke his shield, it -still- took upwards of five minutes to kill him. Even with a greater bonewalker, a storm atronach, a clannfear, a dremora, a daedroth and a golden saint whacking on him along with me, it still took that long.
Take my advice and save yourself the headache -- just murder the punk as soon as he asks you for money
