What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

Would Elminster haul his ageing archmage ass out just for that. Heck, in ToB you had to start changing the course of history before he'd even honour you with a brief appearance. Now that we're gods, though, we can look down on him.Termisel is actually Elminster and he gives you the harper pin.
Anyway, in all my shots at the Jaheira romance, I never got as far as receiving that Harper pin.

Where do you see Elminster in ToB? I suppose the reason why he turned up In SoA about Jaheria is probably because he thinks that romance is more imporatnt than god-hood. sucker.
