journal did not update, went everywhere killed everything even blasted rocks, went back to temple, and castle, still get same quest instructions investigate bamz amschend, can anyone help?

at the request for more information on this quest, i will submit as follows:
after the attack on mournhold, specifically plaza brindisi dorom, both tienius and fedris give the same quest, investigate the disturbance and find the source. Now if you go down the ladder at the fountain in the center of plaza brindisi dorom, and walk down a short passage youll see the mechanized dweemer constructions fighting the reptile mechanized constructions, at that point your journal should update, mine did not, so i went on down and kicked butt, investigated the whole place, still no update, went back to tienius and fedris, who gave the same quest, investigate the disturbance. so i went back, of course nothing going on down there, i had whacked them all, so i rested three or four days, still no journal update.

You're not going to like the answer -- you're stuck.
If memory serves you're supposed to just sit on the ledge overlooking the battle -until- the journal entry appears, it doesn't do so right away. It's scripted into events of the battle itself, I believe.
Having shortcut that process, there's no way for you to get the journal entry without either loading from a previous save or digging into the construction kit, finding the precise journal entry you need to have added, then manually adding it via the console.

You -could- reset things, but I don't think you know the amount of effort that would be required; you'd have to locate the script in the editor that sets up the battle then create a custom script to reset the variables that the first script works off of. That wouldn't be a small undertaking at all.
Much easier (but still time consuming) would be to find the relevant journal entry and manually add it yourself.
Fire up the construction kit. From FILE, select DATA FILES and double click on both morrowind.esm and tribunal.esm. Set tribunal.esm as the active file.
Once that loads, from the CHARACTER menu select DIALOGUE. When that loads, change the tab over the displayed topics to JOURNAL. That will bring up all the journal entries in the game. Find the last one you got related to the quest (you'll just have to search manually for it, I'm afraid) then look at the next response... note the name of the journal topic and the index number of the next journal entry.
Then go into your game and call up the console (` key) and type:
JOURNAL (name of topic) (index number)
without the parenthesis, just the name and number with a space between them. That will add the journal entry you need to continue along.

uh oh, ok this may be different, i was looking at some of the other topics and found the one on updating existing plugins to be compatible with new game patches, and did so, however i didnt see any plug ins out of date so to speak, and saved everything

Yeah, that's fine. As long as a plugin and not the morrowind.esm or tribunal.esm are set to the active file, so changes you make will not effect the master files, just the plugin.
It's only when working with the master files that you want to be really careful. With a plugin even if you accidentally screw up something you can just download the original version of the plugin again.
