Help! Dialog with the Spymaster went missing

On the main Blades quest, I went to Ald'rhun, got the message from Zainsubani, and came back to see Caius Cosades. Now, the Spymaster skipped his should-be dialogues, like asking me how it went, promotion, and another order. He keeps telling me "As I said, go to the Urshilaku camp...", but I haven't told that yet!

I know how to add Journal entries, but that didn't fix this problem. I thought changing Caius' entry might repair this, but don't know what to do. Please help.
