Is there a magic item to raise Wisdom stats to 18.

I Believe that the potion of insight will temporarily raise your wisdom to 18.

only potions will raise your wisdom in BG II.
but those will wear off after some time
there are no such items as the gauntlets of wisdom, or girdle of old wise man wisdom or something like that

There are some items in ToB that will give you higher wisdom score. One of these is a Ioun Stone...

In The watchers keep you'll find the machine of Lum the mad.

With some notes you'll find you can get a stat update on every point except cha i believe.

You can get an increase for each score (including charisma), along with some other effects...but I won't spoil your game any further
