When will this guy show up at the garden so I could get the key from him? His servant said he'll come soon and yet he hasn't arrived for the loooooongest time.
Please enlighten me.

Nope, havent fought the dude yet.
...I think I did pretty much of the quests except:
1. finding the tome of Ilmater.
2. and this business (which I havent got a clue what it's all about) with this woman who is sad but I don't know why --- she stays in this chamber next to Riki the drow.
I was forced to kill the Thay mages when I had to dispose of them and the chimera as I tried to use the lab to make the food poison.
edit- I also killed off the officers in the tower along with the monks in the upper floor of the same tower.

The only thing you need from our MIA Captain is a key to access Severe Hand Rooftop. While this sounds like another quest, it is definately not ! I suggest you to finish all quests avaliable on Severed Hand before you proceed with your MIA Captain hunt. Why ? read along if you want to be spoiled big time then...........(I will provide info about our MIA captain also below ^_^)

I think you should have learned the news about incoming delegate which will arrive on SH Rooftop. And it's imperative to intercept them.
Try to talk with everyone you encounter. Mostly on the 3rd floor above. IIRC the biggest clue comes from a halfling (or gnome ?) you encounter in a "green house" like room. He said something about "I must hurry to finish cleaning up before Captain Pudu & his guest come"
Exit the room and when you come into the room again you'll see Captain Pudu and his "guest" but I think you must complete the Illmater ritual and taint the pool to trigger this.
Make sure you clean the Weaponry room (it's the room where you can loot many type of weapon) too. It's best to squeeze all info you can get before clen the enemies in this room.
Now off with our beloved Captain and his "guest", it's best to bluff your way with the MIA Captain to get the key.
After you get the key, go back to Weaponry room. The key is for the door leading up stairs (it's on SW of your location). Take the stairs and prepare for the battle of your life ! You have to fight the delegates plus the guards which supposed to meet them.
After this fight rest here, don't take the stairs ! Oh, yeah you may want to help yourself on the dropped item before resting.
When the resting is complete cast lots of buff to your tanks and have your deadliest spells ready, cause by the time you exit the area a mage will greet you. Any speech option will result the same - so safe your breath with this guy. He simply teleport you in front of THE TWINS - yes ! The one (or should I say two ?) and only the original bad guy of IWD2 ! It's the final battle ! So your incomplete quests can not be completed and there goes the valuable additional XPs if you skip them.

2. If memory serves, that woman is connected to a quest from the 2nd floor, including the librarian there and some guy in the upper/outer middle room. (That shouldn't spoil it too much)

... I finally realized that I should have not used the lab (therefore having to kill the mages) before doing this murder miniquest (which would have started had I picked up that diary)

If you have char that got high diplomacy & bluff you can simply ask the lady in the room which the lab is located nicely But be sure to get out the room after you make the poison
