ok where is neminda. im in ald ruyr trying to find neminda to fulfill a quest . shes supposed to be by the council house. im wearing the helm house hallalu gave me to identify and get the package to take back ,but i cant find the person im supposed to see.

She is in the Redoran Council hall, to the left of the shrubbery you see when you enter through one of the three doors. The hall itself is under Skar, opposite the Skar entrance. Neminda is the House Redoran recruiter.
