im in ebonheart. where arethe council chambers so i can talk to the lady for passage. ive been in the towers and garrison etc but blind me cant find the chambers. also thanks to all for previous help.
It's the big hall at the end of the passage where the Imperial Captain is always doing his rounds. You can't miss it. The lady you are looking for wears a red robe, I believe. I think if you check your local map it will indicate the council chambers for you.
