SPOILER

"Breathe the waters of his glory" - drown yourself, and you'll end up on the other side of that barrier. :)

SPOILER:
Have you got into the right bit of the canal? There are several different levels.

Swim in through the grate on the third tier down from the palace (I think it's the third) and you'll come to the right bit. As you walk down the passage-way out of the water, you'll see another grate that takes you to the centre.

Once in the centre, drown in the water and a new area will open up with the shrine in it.

I got stuck on this, too.

Stupid damn quests!

Yes, it's in the third tier. If you're in the place with the shrine that reads "Breathe the waters of his glory..." - then you're in the right area to drown yourself. Of course, if you've waited to do this like me and have a lot of hit points, this can take awhile. ;)
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.
