I have soul gems with golden saints - how do I enchant with permanent (constant) effect? Is it possible? I used one golden saint soul gem to enchant pants with levitation (it has 400 charges) but its not constant.

First equip the soul gem (whether you're doing the enchanting yourself or with the help of an enchanter), then equip the item you want to enchant. As long as you're using a powerful soul gem (Golden Saint or Ascended Sleeper) - the enchanting screen should automatically display Constant Effect in the box in the bottom-left corner. If it doesn't, just click on the box until you see Constant Effect. Select the effects you want, click buy or create, and voila!

Note: I recommend using enchanting services to create constant-effect items, since you have a very high failure rate when you attempt to make them yourself.

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.
