high level abilities

when does one get high level abilities? i am playing a game with an assassin who is 22 level and i have not been able to pick any abilities. Airie or what ever her name is is like 14/14 and she is getting them. is there a bug in my game? i thought i would get them around level 19 or so. any help or comments appreciated.

You get High level Abilities once you reach your first level beyond 2.950.000 experience (For a Thief, this is level 23)
Multiclassed characters get their first HLAs once they reach a level beyond 1.475.000 with any of their classes.

Ranger + Paladin + Mage + Sorc lv 18

Cleric + Monk lv 22

Druid lv 15
Rouge lv 24
