How can we be licenced to use magic in the city?
How can we be licenced to use magic in the city?
I have read somewher that my party can get a magic licence to use magic for 5000gp, but where? Please advize.

I follow the path of UncleScratchy, webs + range weapons
also works, kill them for the $ and scrls, kill them for the fun of it,
but kill them none the less

So although I think the probable ancestry, potential relationships to livestock and possible flexibility of Bill Gates might make fascinating reading, even the friendliest of speculation should be placed down there.
Back to subject: I always pay the magic fee. Not doing so entails some pretty furious battles at a point when it's tough to handle 'em (especially if you've got things set on the Impossible difficulty level), or using cheese. I admit to being an anti-cheese type, except where the use of wands in battles are concerned. So I pay what really isn't much of an amount (not after you've done a few quests), and enjoy the luxury of casting outdoors.
Of course, you can always cast indoors at any time.

guess the annoying thing about not paying the fee would be that when your low level party is in an already tough fight and then the cw show up to **** your party some more

Trying to beat 5 parties of CWs at low level with no cheese?

Ok so your a low level party, doing low level quests, seems to me that you would have a bunch of webs on hand as they are VERY usefull at this point in the game
Second after you are warned, if you cast any magic the goon squad shows up.
You get advance notice of their arrival given the nice magic circles that appear.
So since they are a problem/issue setting up an ambush seems more than reasonable
Webs plus some distance damage delivery seems to be a non cheesey plan of attack,
Cloud kill from off screen is cheese, webs plus cloud kill or arrows seems to be reasonable, abet standard/tired tactics

I usually avoid casting spells on the streets until I get back from the Underdark. There isn't really any reason to cast spells outdoors in Athkatla because all of the fights are indoors, except the ambushes in the alleys and they aren't noticed by the Cowled Wizards.
When I come back with Imoen, (assuming I have left her as a mage) I let her take on the CWs by herself. Just go get the Staff of Magi (if I didn't do that in Ch 2) and jump in and out of invisibility. With a little foresight on spell selection, the CWs can't target her and their spells fizzle when she disappears. Sometimes they even kill themselves with fireballs and such.

But if your party is low level, by the time you reach the 4th level enforcement team you're facing Globe of Invulnerability, Sunfire, Spider Spawn, Shadow Door, Chain Lightning, Ruby Ray, etc: stuff you simply can't compete with at that point.
It seems to me that your best shot at defeating 'em is to ignore many of the side quests, jump as quickly as possible into rescuing little sis, then return with enough added experience and items to deal out death. Just my POV.
