It doesn't matter when you enter the temple, you can steal it from her all day long, since she will be asleep right from the beginning of the quest you mention, she must be veeeery tired

You can find Jan in the government district near the bottom part of the park. He's a Gnome illusionist/thief can't miss him. As for the Vampires I suggest casting a couple of negative plane protection on your fighters to prevent level drain (remember to keep casting it every few rounds it wears of)
in combination attack them with any ranged characters you have. Plus if you have spell casters, shoot a couple magic missile their way to soften them up. Worked for me...

Jan is a master in stealing and lock picking, you can find him in gov district during the day.
He has a horrible voice actor but some damn funny lines. Try putting him together with Minsc, Mazzy, Haer'Dalis, Keldorn, and/or Yoshimo.
As for those three vampires, they're not linked to the Mae'var tasks but they will happen randomly in any part of Athkatla during the night, they further the plot of the war between the guilds.
And just as the same with all other vampires, best ways to kill them is to make sure you have a spell or an item that gives you Negative Plane Protection, immunity to level drains, and some restoration scrolls/spells.
Those level draining attacks are absolutely brutal, and vampires can drain several levels at a time, but their attacks really don't do that much physical damage, so you can have just one guy with the protection and have him in front to deal all the vampires.
I'm pretty sure you can talk your way out off all the vampire encounters within the city unless you've already joined up with the Shadow Thieves.

Jaheira, Aerie, Anomen, Viconia, Cernd all should get negative plane protection spells automatically, since they're clerics and druids. I believe it's a level 5 priest spell.
But the spell kind of sucks because it only lasts 5 rounds, and only protects one person per cast. So if you want to protect everyone, by the time you finish with the last person, the first persons's protection has already worn out.
Two items I can recall off the top of my head that gives you permanent level drain immunity, Amulet of Power and Mace of Disruption. The amulet you get from Aran Linvail if you decide to side with the Shadow Thieves guild. The mace you find in a pool of blood in Bodhi's lair. You later reforge that mace to give it more power.
My suggestion if you don't have those items is that if you know you're gonna be going up against some vampires, give one or two of your best fighters the neg plane protection spell and just send those guys in to fight. Vampires are relatively weak in the HP department.
Also, Vampiric Mists cannot hit Air Elementals at all, and there are a couple of fights in the game where you'll be going up against several vampire mists at a time.
