Sometimes I can kill summoned efreet but sometimes it just changes into gaseous form. Is it you can only kill them when their fireshield is on?

Are you certain it's an efreet you kill that turns into a gaseous form? Vampires will adapt this "spirit form" when their bodies are killed, until they return to their coffins. Can't say I've seen this happen to an efreet, and I've played through the game a few times.

Odd--I've played through several times, always with the full Planar Sphere quest, and never noticed the efreeti there assuming gaseous form.
You might consider reporting it to the Baldurdash website, since they're the paragons of BG2 bugfixes.

Sometimes efreets do change into gaseous forms to "regenerate". In this form they're invulnerable to any attack I know of.
In the guarded compound (temple district) When I fight off the summoned monsters, there's an efreeti with em. There was a time when I couldnt kill it at all, because when near death, it changes to its gaseous form. Then another time, it just died

Killing Efreets
I used to have the same problems with Efreets, especially early in the game when I didn't deal that much damage. This was usually a problem when playing small parties or trying to kill the Efreet with a Warrior, having the rest of the party hiding from the fireballs and what have you. It seems as Efreets, right after reaching 'Near Death', go into 'Gaseous Form', regenerate and then respawn. It might not be very obvious but it's actually very simple to kill them:
When the Efreet's HP is low, blast it with single target damage spells.
Depending on the size of your party, you'll need more or less damage. If you have two mages in the party, just have them each throw off a magic missile (or something equivalent) AT THE SAME TIME and that should be enough to kill the Efreet. Just have some timing and don't let the Efreet's HP get too low or it'll just go into 'Gaseous Form'.
