He's annoying me about his judgement but noone in the high radiant hall tells me about it... I mean - Who should I talk to???

A messanger will come to ask Anomen to report to the Order when the time is ready. It seems like some quests outside the city have to be done first. Be patient!

Is it just me or is the experience payout when the judgment comes a little low?
All the crap I put up with keeping him in my party(I usually kill him)its just not enough to justify have him in the party.
I think the experience he gets is pretty good but the group who had to stomach him gets shafted.
Think I'm going to steer him down the wrong path this time so I can hear him whine..

As soon as you step into the main room, past the antechamber/cloakroom, I seem to recall the very first guy you see is your man.
Failing that, I seem to recall a guy in the room to the North (maybe a bit W of N) having had something to say to me.
Was there a time limit?
Apart from that, if you have a good-oriented party, and the protagonist is not a cleric, then you have to have Anomen, really, as Viconia is not an option.
He gets all those 'Holy Might'-type spells to boost his fighting ability, he can vaporise undead, and eventually he has some uniquely useful spells like 'Bolt of Glory' and so forth.
I gather some people use clerics as healers. Why bother when there are so many healing potions in the game?
IIRC once your party enters the Radiant Heart building,the knighting sequence is automatically triggered.If you didn't get this sequence,then I'm afraid that you had probably exceeded the time limit(I think that there is one).

I am almost sure there is a time limit, but I think Anomen will complain if you take too long time, so you shouldn't exceed the limit without noticing.
IIRC you have to speak to sir Ryan Thrawl (sp?) at Radiant Heart, then the test secquence will start.
@sir Percy: Depending on playing style and individual preferences, I think many people would want to use a cleric as a healer. For instance, when I played with a ranger protagonist, I used Anomen mainly for offensive spellcasting and stone hurling, but when I played with a kensai prot, I needed a lot of healing spells early in the game, because of the kensai's lousy AC.
