According to the manual, and also my experience, specialization in any melee weapon is supposed to increase the number of attacks by 1/2, from 1 to 3/2, regardless of character class.
Now i noticed that this apparently is not the case for Bards (Haer'Dalis) and Swashbucklers (my current PC). Both are dual-wielding, and get 2 attacks per turn, with ++ in short- and longswords respectively, while they should get 3/2 + 1 offhand for 5/2 total.
The in-game description even says the swashbuckler attacks are supposed to increase for levelups just like for fighters (at levels 7 and 13), this doesnt happen either.

Now i was wondering, is this a bug, or meant to be? And has it always been like that? I have ToB, official patch, Baldurdash fixes and a couple of weidu mods installed, is this the same with the vanilla SoA?

Not so. Only warriors get the extra attack for specialization and for levels.

With the right equipment, you can still max out though (5 attacks per round).

Blade dw Scimitars
1 standard
2 off-hand
3 Scarlet Ninja-to (requires UAI)
4 Belm
5 Offensive Spin
Before you get UAI, you can replace the Scarlet Ninja-to with Kundane or any other 1 handed weapon that adds an attack.
