where to get the magic license
i reasd somewhere you get a magic license by paying 5000gp and use magic outside in the city.
I went to gov. building and where,how?
i read you need to do a quest first, with an artist? (i have valygar)
where is this artist you need for the quest for this , isee nowhere at jystev estate

Alternatively....
You can just kill off all the Cowled Wizard enforcers.
It's easy, fun, profitable and no reputation hit. Just cast any arcane spell outside (pick a spot where there are no innocents) and kill them as they port in.
After a while, they give up.

There is a kind of funny bug in the German version of BGII: In the conversation the cowled wizard says that the cost of the license is 50000 Gold, although he only takes 5000 if you accept. You can imagine how happy I was when I somehow manged to get over 50000 Gold and I still got 45000 left.

Yep. Just pick a secluded spot, leave your party a safe distance away and have mage/bard cast any spell and run a few paces. Then cast cloudkill where the CW enforcers are beginning to materialize and run beyond their field of view. They won't chase you if they can't see you and will just stand in the gas cloud and die. Higher level enforcers may take an extra dose of CK to finish them off. Or if you have a thief with decent trap setting skills, have him set traps over spawn site first and then do the CK routine - the killin' is over in a few seconds. Now rest the party for 8 hours (needed to allow enforcers to respawn) and repeat until you kill the enforcer's that have personal names (that's the last bunch). Cheese or good tactics? That's for you to decide.

Spell Immunity: Divination combined with Mass Invisibility also does the trick. If you're not invisible when you fight them, protection against death magic also helps.
I wouldn't give a dime to the Cowled Enforcers. Besides, in my experience, it's rarely ever necessary to cast spells in the streets of Athkatla, anyway.
I like to wait until Imoen gets back from Spellhold when she's about 16th Level or higher and let her deliberately provoke the Cowled Wizards. "Come and get me, you cowled freaks. I dare you." The higher in level she is, the easier it is for her to mop the floor with them singlehanded. She scrupulously avoids killing anyone else on the street; she doesn't even kill rats when she's exterminating Cowled Wizards.

I've found this to be very true and I've never bribed the Cowled Wizards for the magic license. Remember, it's only for outdoor areas. Any mage spell you cast indoors is exempt and cleric/druid spells are always outside of their notice.

Very good point HLD - and when you do need to cast arcane buffing type spells you can always duck in to the local tavern and cast them on yourself.

Right, and you can use magic without repercussions in the areas where you get ambushed when traveling between different sections of the city and in the cemetary area. There are a couple of fights where its nice to be able to use magic in the open though like when the Harpers ambush you (if you have Jaheira), on the Fallen paladins in the Bridge district and on the various vampire ambushes if you're traveling about at night in the city. For these reasons, plus the experience and simple satisfaction of it all, I always ambush and kill all the cowled enforcers with traps and cloudkill spells (unless I'm playing a mage and I want to get the mage stronghold later on, in which case I don't kill them as it prevents you from getting the stronghold quests).

The Cowled Wizards showed up when I was ambushed by a group (can't remember by who) and started casting against me. I didn't cast anything, not even True Sight by Keldorn. Is it a bug? I found it unfair...

Did you use in the open a wand imbued with a mage spell? That also counts against you.

Nope. Not even cleric spells/wands either. I just picked up weapons to fight in the street. I reloaded a few times, but each time I ended up with the enforcers after one of the enemies cast a spell.

Wands don't attract the notice of the CWs but there is a bug with Keldorn's sword that might. His hallowed redeemer has a % chance to do a small amount of damage to anyone who attacks him. This is interpreted as a spell by the CWs. Get the Baldurdash fix. Hallowed Redeemer FixOriginally posted by Minerva
